Program Specialist II (SNAP Specialist)

This position is a full-time (40 hrs/wk), non-exempt position. The core hours of this position will be 8:00 am - 5:00 pm with occasional nights/weekends, based on operational needs.

Position Summary: Increase participation in SNAP (Supplemental Nutrition Assistance Program) through community outreach, and assist participants with SNAP application process.

Direct Service

  • Utilize online screening tool to determine participant eligibility for SNAP and assist participant with SNAP enrollment/recertification application process
  • Assist with participant intake assessments using ClientTrack database and Bridge-to-Benefits screen tool to determine participant eligibility for community resources and shopping with participant as needed


  • Create a targeted outreach plan based on census tracts to guide the development of relationships with other agencies where outreach and screening shall be conducted.
  • Develop outreach materials and conduct outreach at Family Centers and community agencies with information about SNAP rules and regulations to increase enrollment in SNAP
  • Track outreach activities, application assistance statistics and program expenditures for program evaluation and assist with preparations of program reports

Indirect Service

  • Work with Department of Human Services of Minnesota and attend SNAP trainings to stay up-to-date with SNAP policy and procedures
  • Assist with special projects such as school supply drives, food drives, and Basic Needs events

Data and Evaluation

  • Complete Client Track database training
  • Collect and enter all required data in accordance with agency and funding requirements
  • Implement program evaluation tools and track progress using relevant database(s)
  • Maintain confidentiality of program participants in accordance with data privacy laws, standards and policy
  • Prepare or assist with preparation of program reports as instructed by funding agreements and supervisor


  • Participate in observation and feedback process
  • Maintain professional communication with staff, volunteers, interns, participants, and partners


  • Associates Degree in Human Services or 2 years of related field and/or work experience
  • Prior experience assisting with SNAP and other public benefits preferred
  • Excellent interpersonal, verbal and written communication skills in English
  • Proficiency in language(s) other than English preferred
  • Proficiency in a secondary language (e.g., Spanish, Karen, etc...) preferred
  • Demonstrated ability to work and communicate effectively with people of diverse ethnic, economic, racial and cultural backgrounds
  • Working knowledge of racial equity and social justice issues relevant to the communities we serve
  • Working knowledge of immigrant/refugee trends and needs, self-sufficiency issues and community resources
  • Strong time management skills with demonstrated ability to manage tasks, projects, and priorities
  • Demonstrated ability to move projects to completion by deadlines
  • Committed to working both independently and as part of a team
  • Proficient in Microsoft Office programs
  • Must have a driver’s license, a clean driving record, and ability to drive agency vehicles
  • Able to work some evening and weekend hours as required
  • Must be able to safely lift a minimum of 30 pounds
